2006 Evaluation of the National Flood Insurance Program's Building Standards

Description: 
Evaluates if NFIP construction standards for the 1% flood are adequate and cost effective. Cost estimates for new construction adding 4 ft of freeboard increases the cost by 1-2% of the at-BFE building for pile or pasonry foundations, 3-6% of a masonry wall with interior pier (crawlspace), and 3-11% for fill foundation types. Findings show that it is cost effective, with specific construction costs and BCRs varying by location. Needs further review.
